House Bill 289 as passed the House of Representatives could increase the obligations of law
enforcement agencies by an undetermined amount to comply with the provisions of this bill
regarding guidelines for the disclosure of body-worn cameras and dashboard cameras
recordings. These obligations could be offset, wholly or in-part, by any fee charged for redaction
and editing of a recording prior to the disclosure, as provided by this bill.
