House Bill 473as passed the House of Representatives would increase the administrative
obligations of (1) the respective local law enforcement agencies to investigate, if an infant
surrendered pursuant to this bill, is a child reported as missing in this state or in another
state; and (2) the Alabama Department of Public Health (ADPH) to adopt rules relating to
the installation, maintenance, and monitoring of baby safety devices.
Further, this bill would allow certain emergency medical services providers to install and
maintain baby safety devices, and respective signage, if a specific donation by a private party
or legislative appropriation is made for this purpose. ADPH estimates the cost of a baby
safety device to be $10,000.
