House Bill 65 as passed the House increases the competitive bidding floor for county and city
boards of education from $15,000, under current law, to $40,000. In addition, this bill
authorizes the threshold to be increased based on the percentage increase in the Consumer Price
Index. This may increase or decrease the cost of purchasing or leasing products and services,
depending on the difference in (1) the price that could be obtained from competitive bidding
contracts pursuant to this bill and (2) the price otherwise obtained under current law.
