Senate Bill 163 as passed the Senate would increase the administrative obligations of counties,
municipalities, or governmental entities subject to a countywide civil service system that elect,
to opt-out of the countywide civil service system to adopt a human resources policy and
procedures manual.
This bill would not otherwise affect state or local funding.
