FN-INHF6Z-1 Page 1 FISCAL NOTE Senate Bill 175 Committee: Finance and Taxation Education Sponsor: Senator Arthur Orr Analyst: John Friedenreich Date: 04/11/2023 Senate Bill 175 as introduced would create the ReEngage Alabama Grant Program to: (1) increase the number of Alabama adults with college degrees; (2) encourage adults meeting certain requirements to return to college and complete degree programs connected with workforce development needs and aligned with the state's high demand list; and (3) provide financial assistance to adult learners in the state to complete their postsecondary education. This will increase the obligations of: (1) the Alabama Commission on Higher Education (ACHE) to implement and administer the provisions of this bill by a department estimated one-time start-up cost of $1.5 million; and (2) ) the Education Trust Fund, contingent upon appropriation by the Legislature, to provide grants to eligible adult learners in the amounts of $3,000 per semester and $1,500 per semester for attendance at authorized four-year and two-year institutions, respectively, to defray the cost of tuition and mandatory fees. According to the Commission, $4.5 million would be needed annually to fund the grant program based on the number of eligible students and high demand programs that have been identified.
