FN-G8XU22-1 Page 1 FISCAL NOTE Senate Bill 22 Committee: Finance and Taxation General FundSponsor: Senator Andrew Jones Analyst: JT Mathis Date: 03/21/2023 Senate Bill 22as introduced provides for an increase in the annual salary supplement amount provided to certified local emergency management (CLEM) directors. This bill provides that the amount of the salary supplement shall constitutes 35% of the CLEM directors total salary, but in no event shall the supplement amount exceed $17,000 (currently $12,000) per county. Based on the 38 currently CLEM directors, this will increase the obligations of the State General Fund, by an estimated $190,000 annually beginning with fiscal year 2024. However, this could increase by an additional $5,000 for each CLEM director that becomes certified after passage of this bill. In addition, this bill further increases the obligations of the State General Fund by an undetermined amount, for increased costs resulting from adjustments to the salary supplement amount based on the Consumer Price Index, pursuant to the provisions of this bill, beginning in fiscal year 2028 and every fifth fiscal year thereafter. For fiscal year 2023 the amount appropriated from the State General Fund to the Emergency Management Agency for the salary supplements was $420,000.
