FN-JZ6PFF-1 Page 1 FISCAL NOTE Senate Bill 267 Committee: Finance and Taxation EducationSponsor: Senator Donnie Chesteen Analyst: JT Mathis Date: 05/03/2023 Senate Bill 267 as introduced establishes the Athletic Trainer Secondary School Incentive Program under the Alabama Board of Athletic Trainers to award grant funds in an amount not to exceed $7,500 per grant, to local boards of education as a recruitment and retention incentive of qualified athletic trainers at rural secondary schools and Title I secondary schools. This bill authorizes the Legislature to appropriate funds to the Board for the incentive program, which could increase the obligations of the Education Trust Fund, by an undetermined amount dependent upon the number of local boards of education that apply for and receive grant funds. This also provides that the amount of grants awarded annually shall not exceed $2 million and any unexpended fund shall remain with the board to be used for the program. This bill would increase the administrative obligations of the Alabama Board of Athletic Trainers by an undetermined amount dependent upon the effort required to administrate the Incentive Program pursuant to the provisions of this bill.
