FN-RU0KMY-1 Page 1 FISCAL NOTE Senate Bill 269 Committee: Finance and Taxation EducationSponsor: Senator Arthur Orr Analyst: John Friedenreich Date: 05/03/2023 Senate Bill 269 as introduced creates the Alabama K-12 Capital Grant Program to provide to eligible public K-12 entities grants, in amounts not to exceed $5 million per grant, to assist with: (1) capital projects, (2) the payment of existing debt service, (3) correcting deferred maintenance of existing facilities, (4) improving school security and safety, and (5) the provision of technology and equipment for schools to expand educational opportunities. This bill creates the K-12 Capital Grant Program Fund, into which the Legislature may appropriate funds presumably from the Education Trust Fund, to facilitate the program. This bill also provides that any unencumbered and unexpended balances remaining at the end of any fiscal year shall remain in the Fund and used for the program until expended. Additionally, this bill would increase the administrative obligations of: (1) the Office of Lieutenant Governor to administer the program pursuant to the provisions of this bill; and (2) the Examiners of Public Accounts to ensure compliance of the grant recipients with the provisions of this bill.
