FN-RU0KMY-4 Page 1 FISCAL NOTE Senate Bill 269 Committee: Ways and Means Education Sponsor: Senator Arthur Orr Analyst: John Friedenreich Date: 05/24/2023 Senate Bill 269 as reported by the Committee on Ways and Means Education would create the non-reverting K-12 Capital Grant Program Fund in the State Treasury, into which the Legislature may appropriate funds, to facilitate the Alabama K-12 Capital Grant Program, created by this bill and administered by the Office of Lieutenant Governor, to fund grants to eligible public K-12 entities, in amounts not to exceed $5 million per grant, for: (1) capital projects; (2) the payment of existing debt service; (3) deferred maintenance of existing facilities; (4) improving school security and safety; and (5) the provision of technology and equipment for schools to expand educational opportunities. Further, this bill would increase the administrative obligations of the Office of Lieutenant Governor to administer the program, pursuant to the provisions of this bill, which could be offset, in whole or in part, by the utilization of up to 0.25% of the available funding for the administration of the program. This bill would also increase the administrative obligations of the Department of the Examiners of Public Accounts to examine compliance of the grant recipients with the provisions of this bill.
