Senate Bill 27 as reported by the Committee on Judiciary would exempt agricultural authorities
incorporated prior to the effective date of this bill from municipal ordinances and regulations,
unless the board of an authority consents to any such ordinances or regulations. This could
decrease receipts of municipalities by an undetermined amount dependent on the amount of
license fees or taxes that such agricultural authority would otherwise be subject to.
In addition, this bill would provide further for the types of construction and development
allowed by an agricultural authority.
Finally, this bill would expand the powers of agricultural authorities to allow such authority to
participate as a member of certain business organizations; to provides for loans, debt, and
capital financing; to establish or support subsidiaries or affiliates; and to enter into certain
contracts.
