Senate Bill 300 as introduced would increase the obligations of the Education Trust Fund to
provide for (1) annual supplements of $10,000 and $5,000 for principals and assistant
principals, respectively, who complete the program and meet certain criteria; and (2) an
additional supplement of $5,000 and $2,500 for principals and assistant principals, respectively,
who serve in a low-performing school, pursuant to the provisions of this bill requiring the
development and implementation of the Alabama Principal Leadership Developing System.
This bill will increase the obligations of (1) the State Board of Education to adopt rules as
necessary to implement and enforce the provisions of this bill; (2) the State Superintendent of
Education, to consult with professional associations to facilitate a design team and report to the
legislature certain information regarding the program; and (3) the State Department of
Education to consult education leadership professionals and support the 19-member Design
Team to develop the program, provide technical assistance to local boards of education, provide
annual supplements and hire staff as needed. The increased obligations would be off-set, wholly
or in part, by the Legislative appropriation pursuant to the provisions of this bill.
Senate Bill 88, as passed the Senate, the Education Trust Fund Budget for FY 2024 appropriates
the amount of $850,000 for the Principal Leadership and Mentoring Act.
