FN-2G9BKK-2 Page 1 FISCAL NOTE Senate Bill 300 Committee: Ways and Means Education Sponsor: Senator Arthur Orr Analyst: John Friedenreich Date: 05/17/2023 Senate Bill 300 as passed the Senate would increase the annual obligations of the Education Trust Fund by an undetermined amount dependent on: (1) the number of annual supplements of $10,000 and $5,000 paid to principals and assistant principals, respectively, for completion of the Alabama Principal Leadership Developing System, created by this bill, and meeting certain criteria; and (2) the number of additional supplement of $5,000 and $2,500 paid to principals and assistant principals, respectively, who serve in a low-performing or high poverty school, pursuant to the provisions of this bill. This bill will increase the obligations of (1) the State Board of Education to adopt rules as necessary to implement and enforce the provisions of this bill; (2) the State Superintendent of Education, to consult with professional associations to facilitate a design team and report to the legislature certain information regarding the program; and (3) the State Department of Education to consult education leadership professionals and support the 21-member Design Team to develop the program, provide technical assistance to local boards of education, provide annual supplements and hire staff as needed. The increased obligations would be off-set, wholly or in part, by legislative appropriations pursuant to the provisions of this bill. The Fiscal Year 2024 Education Trust Fund appropriation bill (Senate Bill 88), as passed the Senate, would appropriate $850,000 to the State Department of Education for the Principal Leadership and Mentoring Act.
