Senate Bill 309 as introduced requires for the professional services of architects, landscape
architects, engineers, land surveyors, geoscientists, and other similar professions to: (1) undergo
a qualification-based selection process when procured by state agencies and; (2) approval by the
Division of Construction Management, for any professional services sought that are in excess of
the fee schedule established by the Division. This could increase or decrease the purchase price
of these services procured by various state entities by an undetermined amount depending on the
difference in (1) the cost of products procured under this qualification-based selection process;
(2) the fee schedule established by the Division; and (3) the cost otherwise obtained under
current law.
