FN-I5SV66-3 Page 1 FISCAL NOTE Senate Bill 46 Committee: Education Policy Sponsor: Senator Arthur Orr Analyst: John Friedenreich Date: 04/18/2023 Senate Bill 46 as passed Senate would establish Alabama as a member-state of the Interstate Teacher Mobility Compact (IMTC). The purpose of the compact is to: (1) create a streamlined pathway to licensure mobility for teachers; (2) support the relocation of eligible military spouses; and (3) facilitate and enhance the exchange of licensure, investigative, and disciplinary information between the member states. In addition this bill would create the IMTC. The formation of the compact and commission is contingent on the adoption of the compact by at least ten member states. The Commission (1) would also establish rules and regulations for the overall management of the commission; and (2) may establish an annual assessment for state membership in the compact or impose fees on other parties to cover the costs of the operations and activities of the Commission. Membership in the IMTC could increase the obligations of the State of Alabama by an undetermined amount if the Commission levies an annual assessment on member states to cover the operational costs; and activities of the Commission and to pay travel expenditures for attendance of the state's delegate at Commission meetings. The actual amount of any increase would be dependent upon the amount of the assessment, if any, established by the Commission.
