To amend Section 17-3-8, Code of Alabama 1975, as last amended by Act 2022-112 of the 2022 Regular Session, relating to meeting days of boards of registrars; to increase the number of working days that the Limestone County Board of Registrars may meet each week.
Relating to Limestone County; to establish a service of process fee for the service or attempted service of documents by the Limestone County Sheriff's Office in the civil division of the circuit and district courts; to establish a fingerprint fee for fingerprinting certain persons and a local background check fee; to ratify and confirm fingerprint fees and local background check fees collected prior to the effective date of this act; and to provide for a booking fee to be imposed on each person booked into the Limestone County Jail and subsequently convicted of a crime, the collection of the fees, and for the distribution of the revenues derived from the fees.
Relating to fiduciary funds in the hands of officials; to amend Section 19-3-87, Code of Alabama 1975, to provide for disposition of unclaimed funds held in a county treasury after being unclaimed for a certain number of years; and to amend Section 35-12-73, Code of Alabama 1975, to exempt unclaimed funds under Section 19-3-87, Code of Alabama 1975.
Relating to individual income taxes; to amend Section 40-18-5, Code of Alabama 1975, to phase-in a reduction in the top tax rate from five percent to four and ninety-five hundredths percent.
Relating to individual income taxes; to amend Section 40-18-5, Code of Alabama 1975, to eliminate the two percent tax rate on the first five hundred dollars ($500) of taxable income for single persons, heads of families, and married persons filing separate returns and would also eliminate the two percent tax rate on the first one thousand dollars ($1,000) of taxable income for married persons filing a joint return.
Relating to income taxes; to amend Section 40-18-19, Code of Alabama 1975, as last amended by Act 2022-292, Act 2022-294, and Act 2022-297 of the 2022 Regular Session of the Legislature; to increase the exemption for taxable retirement income for individuals who are 65 years of age or older.
Relating to home inspectors; to add Section 34-14B-11 to the Code of Alabama 1975, to provide a limitation period on actions against licensed home inspectors; and to amend Section 34-14B-3, Code of Alabama 1975, to provide legislative intent.
This bill would propose an amendment to the Constitution of Alabama of 2022, relating to Shelby County, to allow county commissioners in the county to participate in the Employees' Retirement System under certain conditions.
Relating to firearms; to amend Section 13A-11-95, Code of Alabama 1975, as added by Act 2022-133, 2022 Regular Session, to provide that failure by a person to inform a law enforcement officer that he or she is in possession of a concealed pistol or firearm upon request is a Class A misdemeanor; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama 2022.
Relating to sales and use tax; to establish the Alabama Broadband Investment Maximization Act; to amend Section 40-23-4, Code of Alabama 1975, to exempt the purchase of broadband equipment and supplies from sales and use tax.
Relating to state government; to establish the Motor Vehicle Maintenance and Replacement Fund of the Board of Pardons and Paroles; and to provide for the maintenance, lease, and purchase of motor vehicles.
Relating to health care; to prohibit discrimination against an individual with a disability in receiving an anatomical gift or organ transplant based on his or her disability; to require health care providers and organ transplant centers to provide reasonable accommodations to individuals with a disability in medical need of an anatomical gift or organ transplant; and to provide disabled individuals the right to equitable relief.
Relating to firearms; to amend Section 13A-11-72, Code of Alabama 1975, to provide a criminal penalty for a parent or legal guardian who fails to reasonably secure their firearm resulting in their minor possessing the firearm on the premises of a public school; to make nonsubstantive, technical revisions to update the existing code language to current style; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
To make appropriations for the ordinary expenses of the executive, legislative, and judicial agencies of the State, for other functions of government, for debt service, and for capital outlay for the fiscal year ending September 30, 2024.
To make supplemental appropriations for the fiscal year ending September 30, 2023: from the Veterans' Assistance Fund to the Department of Veterans' Affairs in the amount of $10,000,000, and from the State General Fund to various agencies and entities a total amount of $207,623,865; and to amend Section 2C of Act 2022-270 to clarify the conditions for release of the conditional appropriation to the Department of Corrections and to reallocate the conditional appropriation to the Corrections Capital Improvement Fund, if those conditions are not met.
