Relating to motor vehicles; to add Section 32-5A-350.1 to the Code of Alabama 1975, to further provide for the prohibition against using a wireless telecommunications device while operating a motor vehicle; to further provide for the prohibition; to further provide exceptions; to further provide criminal penalties for a violation; to provide a warning period for a violation; to amend Section 32-5A-351, Code of Alabama 1975, to further provide for the assessment of administrative penalties; to repeal Section 32-5A-350, Code of Alabama 1975; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to Jefferson County; to amend Section 45-37-90.03 of the Code of Alabama 1975, as last amended by Act 2015-213, establishing the Birmingham-Jefferson Civic Center Authority, to provide for two additional members on the board of directors and to further provide for vacancies on the board of directors under certain conditions.
Relating to Lauderdale County, to amend Section 45-39-100, Code of Alabama 1975, to provide further for the compensation of the members and president of the county board of education; and to provide for the election and term of the president of the board.
Relating to Hale County; to provide for additional minimum qualifications for individuals elected or appointed to the office of sheriff, that the individual is a U.S. citizen, has been a resident and registered voter of Hale County for one year prior to qualifying or being appointed, is a high school graduate or the equivalent, is the age of 25 or older, has three years or more of law enforcement service, has never been convicted of a felony; and to require completion of continuing education.
Relating to Hale County; to authorize the sheriff to establish procedures for utilizing a credit card or debit card for limited purchases provided the proper procedures are followed.
Relating to any county in which the county commission is currently composed of four county commissioners and the chair of the county commission is currently rotating among these commissioners; to provide for the election of the chair of the county commission on a countywide basis as an additional member of the commission commencing with the general election in 2024; to provide for terms; and to provide for the salary and duties of the chair of the county commission.
Relating to the Retirement Systems of Alabama; to amend Sections 16-25-26 and 36-27-8.2, Code of Alabama 1975, to remove certain conditions under which an elected official who has retired from the Teachers' Retirement System and the Employees' Retirement System may serve for compensation in another elected public office without suspension of retirement benefits.
Proposing to amend Section 76 of the Constitution of Alabama of 2022, and add a new section to the Constitution of Alabama of 2022, to authorize the Legislature to call itself into a special session and provide for the process for convening a special session.
Relating to contracts for professional services; to amend Section 41-4-133, Code of Alabama 1975, as last amended by Act 2022-357, to provide for the procurement of certain professional service contracts based on competitive, qualification-based policies and procedures; to provide for the advertisement of such contracts; and to subject such contracts to a fee schedule established by the Division of Construction Management of the Department of Finance, with exception.
Relating to state, county, and municipal sales and use taxes; to amend Section 40-23-5, Code of Alabama 1975, to exempt Nourish One Child from payment of state, county, and municipal sales and use taxes.
Relating to the Retirement Systems of Alabama; to provide for an annualized benefit adjustment procedure for the funding of future benefit increases to retirees of the State Employees' Retirement System and the Teachers' Retirement System which will not increase the unfunded liability of either system due to the provisions which require the actual annual cost of any increase to be authorized and funded one year at a time with no authorization or liability for the benefit increase beyond the fiscal year for which the appropriations are made.
Relating to the Mandatory Liability Insurance Act; to amend Sections 32-7A-5 and 32-7A-16, Code of Alabama 1975, to further provide for the exceptions to the act for inoperable or stored motor vehicles; to prohibit the continued operation of a motor vehicle in violation of the registration and insurance requirements.
Relating to the Alabama Department of Economic and Community Affairs; to authorize the department to distribute funds appropriated for that purpose to any government or private entity to accomplish the design, construction, and installation of a replica of the Saturn 1B Rocket or similar structure at the northernmost Interstate 65 rest stop in the state, if the original rocket located at the Interstate 65 Ardmore Welcome Center in Elkmont, Alabama is beyond restoration or repair; and to allocate funding under the department's Planning Program.
Relating to environmental protection; to amend Sections 22-30E-2, 22-30E-3, 22-30E-4, 22-30E-5, 22-30E-9, and 35-19-4, Code of Alabama 1975, to provide potentially responsible parties with limitations of liability with respect to a brownfield site; to create the Brownfield Remediation Reserve Fund; to add Sections 22-30E-14, 22-30E-15, and 22-30E-16 to the Code of Alabama 1975, to provide for the creation of brownfield redevelopment districts; and to make nonsubstantive, technical revisions to update the existing code language to current style
