Relating to alcoholic beverages; to amend Sections 28-3-1, 28-3A-3, 28-3A-21, and 28-3A-23, Code of Alabama 1975 and add Sections 28-3-208, 28-3A-9.1, and 28-3A-17.2 to the Code of Alabama 1975; to define a new category of low-alcohol content liquor beverages called mixed spirit beverages; to require all mixed spirit beverages, other than those distributed by the Alcoholic Beverage Control Board, to be distributed through a licensed wholesaler; to levy taxes upon the distribution of these beverages; to provide for licensure of retailers of mixed spirit beverages and set a fee for licensure; to add Chapter 8B to Title 28 of the Code of Alabama 1975; to require licensed importers, manufacturers, and suppliers of mixed spirit beverages to enter into exclusive franchise agreements with wholesalers; to exempt from the wholesaler franchise laws mixed spirit beverages distributed by the Alcoholic Beverage Control Board and sold at retail at ABC stores; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to mandatory motor vehicle liability insurance; to amend Section 32-7A-5, Code of Alabama 1975, to provide an exception to allow an individual on active military duty, whose motor vehicle is registered in Alabama but who, as a result of his or her military assignment, is required to reside in another state, to satisfy the requirement for mandatory motor vehicle liability insurance by purchasing liability coverage in the state where residing on active military duty or assignment in an amount equal to or greater than the minimum amount required in Alabama.

To adopt and incorporate into the Code of Alabama 1975, those general and permanent laws of the state enacted during the 2021 First Special Session, the 2021 Second Special Session, the 2022 First Special Session, and the 2022 Regular Session as contained in the 2022 Cumulative Supplements to certain volumes of the code and 2023 Replacement Volumes 13, 13A, and 13B; and to adopt and incorporate into the Code of Alabama 1975, the 2022 Cumulative Supplements to local law volumes; to make corrections in certain volumes of the cumulative supplements and replacement volumes; to specify that this adoption and incorporation constitute a continuous systematic codification of the entire Code of Alabama 1975, and that this act is a law that adopts a code; to declare that the Code Publisher has certified that it has discharged its duties regarding the replacement volumes; to expressly provide that this act does not affect any 2023 session statutes; and to specify the duties of the Secretary of State regarding the custody of the cumulative supplements and replacement volumes.
