To amend Section 17-3-8, Code of Alabama 1975, as last amended by Act 2022-112 of the 2022 Regular Session, relating to meeting days of boards of registrars; to increase the number of working days that the Limestone County Board of Registrars may meet each week.
To make supplemental appropriations for the fiscal year ending September 30, 2023: from the Veterans' Assistance Fund to the Department of Veterans' Affairs in the amount of $10,000,000, and from the State General Fund to various agencies and entities a total amount of $207,623,865; and to amend Section 2C of Act 2022-270 to clarify the conditions for release of the conditional appropriation to the Department of Corrections and to reallocate the conditional appropriation to the Corrections Capital Improvement Fund, if those conditions are not met.
To make appropriations for the ordinary expenses of the executive, legislative, and judicial agencies of the State, for other functions of government, for debt service, and for capital outlay for the fiscal year ending September 30, 2024.
Relating to the Alabama Forestry Commission; to establish the Rural Logging Efficiency Act of 2023; to create the Logging Efficiency Grant Fund to be administered by the Alabama Forestry Commission; and to provide for the distribution of funding to the Alabama Forestry Commission to support rural economic development.
To amend Section 40-22-2, Code of Alabama 1975; to increase the fee for recording of certain mortgages, deeds of trust, contracts of conditional sale, or other instruments of like character which is given to secure the payment of any debt which conveys any real or personal property; and to modify the rate and distribution of the mortgage record tax in order to provide a dedicated revenue for the Alabama Housing Trust Fund.

To amend Sections 36-27-1, 36-27-16, as last amended by Acts 2022-184 and 2022-351, 2022 Regular Session, and 41-27-7, Code of Alabama 1975, relating to retirement benefits for employees who are members of the Employees' Retirement System; to reopen the State Police Tier II Plan to any employee of the Alabama State Law Enforcement Agency who is certified by the Alabama Peace Officers' Standards and Training Commission and performs law enforcement duties; to modify the Tier II benefits received by all State Police Tier II members; and to clarify that employees of the Alabama State Law Enforcement Agency are state policemen for retirement purposes.
To provide for additional circuit judgeships and additional district judgeships to be funded out of the State General Fund in Fiscal Years 2024, 2025, and 2026; and to provide for the authority of the judges and for the compensation and benefits of the judges.

Relating to the Board of Pardons and Paroles; to amend Section 15-22-30.1, Code of Alabama 1975, to require that at least one residential transition center established by the board to be a women's facility.
To amend Section 12-17-81 of the Code of Alabama 1975, to further provide for the salary of all circuit clerks in the Unified Judicial System based on the pay plan adopted by the personnel system of the Unified Judicial System.
Relating to volunteer fire departments and volunteer rescue squads; to make legislative findings that volunteer fire departments and volunteer rescue squads fulfill a public purpose; to authorize volunteer fire departments and volunteer rescue squads to purchase kitchen equipment and supplies for their stations; to authorize a tax credit for mileage to firefighters and squad members; and to specify that county commissions are not responsible for the expenditures and activities of volunteer fire departments and volunteer rescue squads.
Relating to the Employees' Retirement System; to amend Section 36-27-8.2, Code of Alabama 1975, to temporarily permit certain retired individuals performing duties as school resource officers or as correctional officers to serve without suspension of his or her retirement allowance.
