Relating to the Alabama Electronic Security Board of Licensure; to amend Sections 34-1A-1, 34-1A-3, 34-1A-5, and 34-1A-7, Code of Alabama 1975, to create and provide for the qualifications of a qualifying agent license; to authorize the board to levy and collect administrative fines; to revise the process for pursuing disciplinary actions and cease and desist orders; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022
Relating to the State Treasurer; to create the Alabama Local Government Investment Pool Program within the Office of the State Treasurer to allow state and local public entities to deposit monies in an investment pool administered by the treasurer; to provide parameters for investments; to authorize the treasurer to take certain actions to administer the program; to establish the Alabama Local Government Investment Advisory Board and provide for its membership and duties; and to provide further for the Office of the State Treasurer's travel expenses.
Relating to taxation; to amend Section 40-18-140, Code of Alabama 1975, to provide an income tax refund check-off for a contribution to the State Parks Division of the Department of Conservation and Natural Resources, the Department of Mental Health, or the Alabama Medicaid Agency.
To amend Sections 41-9-233 and 41-9-235, Code of Alabama 1975, relating to the Alabama Memorial Preservation Act of 2017; to require a controlling governmental entity that replaces a memorial building to maintain the original name or erect a marker memorializing the name; to provide that a petition for waiver is deemed denied if the Committee on Alabama Monument Protection fails to act on an application for waiver within 90 days; to revise penalties for violations; to authorize the Attorney General to commence a civil action; and to require the Alabama State Council on the Arts to oversee the design, construction, and installation of a replica Saturn 1B Rocket at the most northern I-65 rest stop in the state.

Relating to electronic vote counting systems; to amend Section 17-7-21, Code of Alabama 1975, to prohibit the use of electronic vote counting systems that are capable of connection to the Internet or cell phone networks or that possess modem technology.
Relating to voting; to amend Section 17-7-23, Code of Alabama 1975, to require any approved electronic vote counting system used in an election to require the use of paper ballots; and to make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to the Board of Pardons and Paroles; to amend Section 15-22-30.1, Code of Alabama 1975, to require that at least one residential transition center established by the board to be a women's facility.
