FN-GXHX26C-1 Page 1 FISCAL NOTE House Bill 14 Committee: State Government Sponsor: Representative Craig Lipscomb Analyst: Tiffany Weaver Date: 02/27/2024 House Bill 14 as introduced would codify the existing practices of the State Health Officer, the Alabama Department of Public Health (ADPH) and the Alabama Department of Environmental Management (ADEM) regarding statewide fish consumption advisories and fish tissue monitoring, which ADEM reports currently costs $585,000 annually to conduct field work and laboratory analysis and provide equipment and other necessary expenses. This bill would also require ADEM to post signage at public boat ramps adjacent to state waters when there is an active fish consumption advisory, which would increase obligations of ADEM by an estimated $115,000 to replace signage in accordance with the provisions of this bill. In addition, this bill would also increase the administrative obligations of the Department of Conservation and Natural Resources to notify fishing licensees that purchase licenses electronically about active fish consumption advisories.
