House Bill 163 as introduced would create the Alabama School of Healthcare Sciences as an
independent, residential school in Demopolis, AL for academically and professionally motivated
Alabama students. This bill would also create a 19-member board of trustees to govern the
school and provides for powers and duties of the board. This bill would provide that board
members shall receive expenses, per diem, and travel expenses in the same manner as state
employees when the board is traveling on board business. Further, this bill would provide that
the board, among other things, may: (1) purchase, lease, or sell land; (2) issue diplomas; (3)
contract with other public agencies; (4) delegate power to the executive director; (5) prepare an
annual budget; (6) pay the salaries and expenses of faculty and staff; and (7) adopt rules
regarding admission.
Finally, this bill would provide that the school shall be funded by the state from monies
appropriated to the school and by grants, donations, and funds from any other source. The
Education Trust Fund (ETF) supplemental appropriation for Fiscal Year 2024 (House Bill 144)
includes a proposed appropriation of $30 million to the Alabama School of Healthcare
Sciences.
