House Bill 197 as introduced would increase the annual obligations of the Alabama Department
of Veterans Affairs by a significant undetermined amount dependent on the cost to establish and
operate a statewide integrated health care system dedicated to Alabama veterans and their
immediate family members, as provided by this bill. The increased obligations of the
Department could be offset, in whole or partly, by any of the following, as authorized pursuant
to the provisions of this bill: (1) federal, state, or private funds for the purpose of delivering
services to veterans; (2) borrowing money to implement the plan; and (3) investment of certain
funds.
