FN-QUUB145-1 Page 1 FISCAL NOTE House Bill 300 Committee: Boards, Agencies, and Commission Sponsor: Representative Parker Moore Analyst: Tiffany Weaver Date: 04/01/2024 House Bill 300 as introduced would allow the Alabama Board of Massage Therapy to join the Interstate Massage Compact. The provisions of this bill: (1) would increase the financial obligations of the Board by an undetermined amount dependent on the amount of the annual assessment fee levied by the Interstate Massage Compact Commission on each member state to cover the costs of its operations, activities, staff, and annual budget as authorized in the compact; (2) could decrease the amount of license fees currently collected from licensed massage therapists with out-of-state residences who decide to become licensed in their home state and practice in Alabama under the compact privilege by an estimated $13,000 annually; and (3) would increase receipts to the Board from fees imposed for the multistate license by an undetermined amount dependent upon the number of licenses issued and the fee amounts set by the Board. Further, this bill would increase the administrative obligations of the Board to submit information to the commission's licensure database as provided for by the provisions of this bill.
