House Bill 456 as introduced would increase receipts to the Education Trust Fund
Advancement and Technology (A&T) Fund by an undetermined amount, and decrease receipts
to the State General Fund by the same corresponding amount, dependent on the amount of
interest earned and retained by the A&T Fund, as provided by this bill, that otherwise would be
retained by the State General Fund.
