Senate Bill 135 as passed the Senate would create the 20-member Veterans Mental Health
Steering Committee to develop a comprehensive plan to address Alabama Veterans behavioral
health needs. Additionally, this bill would increase the obligations of the Alabama Department
of Mental Health (ADMH): (1) to align the comprehensive plan with state and national
behavioral health standards; and (2) to allow ADMH to establish pilot projects utilizing existing
evidence-based services certified by ADMH. This bill further provides that implementation of
this bill and establishment of any pilot projects by ADMH shall be contingent upon new funds
appropriated by the Legislature and prohibits diverting existing resources for any purposes of
this bill.
