FN-ZLEQRKK-1 Page 1 FISCAL NOTE Senate Bill 135 Committee: Veterans, Military Affairs, and Public SafetySponsor: Senator Andrew Jones Analyst: Jennifer Farish Date: 03/07/2024 Senate Bill 135 as introduced would increase the obligations of the Alabama Department of Veterans Affairs by a significant undetermined amount, annually, to implement the provisions of this bill, requiring the Department to create and implement a comprehensive plan to deliver, establish, and operate a statewide integrated health care system dedicated to Alabama veterans and their immediate family members. The increased obligations of the Department could be offset, in whole or partly, by any of the following as authorized pursuant to the provisions of this bill: (1)receive and administer funds available from any federal, state, or private source for the purpose of delivering services to veterans; (2) borrow money for any purpose necessary or appropriate to implement the plan; and (3) invest any of its funds not presently necessary for operations in federal bonds, bills, or notes, bonds of the state, and interest bearing deposits in banks and savings and loan institutions.
