Senate Bill 231 as introduced would require certain employers that enter into project
agreements with the state, for economic development incentives after January 1, 2025, to repay
all incentives received over the life of the project if the employer violates the provisions of this
bill prohibiting certain actions relating to employee representation by a labor organization.
Additionally, this bill could increase the administrative obligations of the Department of
Revenue by an undetermined amount to investigate potential violations of this bill and to ensure
that incentives are repaid.
