Senate Bill 291 as reported by the Committee on County & Municipal Government would
increase the obligations of municipal general funds by an estimated maximum of $450 per
person per year, for certain elected or appointed officials, for terms beginning after January 1,
2025, to cover the cost of 10 hours of annual training during their first term, and by an estimated
maximum of $225 per person per year, to cover the cost of 5 hours of annual training during
subsequent terms. In addition, this bill could further increase the obligations of municipal
general funds by an undetermined amount dependent upon the cost to compensate officials for
reasonable costs incurred to attend in person training.
