Senate Bill 306 as introduced would transfer certain responsibilities regarding the licensure and
regulation of the cultivation of cannabis from the Alabama Department of Agriculture and
Industries (AGI) to the Alabama Medical Cannabis Commission (AMCC) which would increase
the obligations of the AMCC by an estimated $195,000 annually to inspect cultivators and
correspondingly decrease the obligations of the AGI by an estimated $195,000 annually.
Further, this bill would increase the administrative obligations of (1) the Alabama Securities
Commission by an undetermined amount to convene a five person review panel to determine
basic eligibility requirements and the readiness of the cultivation and dispensing operations of
integrated facility licensee applicants, and (2) the Alabama Medical Cannabis Commission by
an undetermined amount to inspect integrated facility licensee applicants to make sure that the
dispensing sites meet criteria and are operational within six months.
