Senate Bill 9 as introduced would establish a process for a Class 1 municipality to petition for
judicial in rem foreclosure of certain municipal code enforcement and nuisance abatement liens
on property that is not owner occupied.
In doing so, this bill would allow a Class 1 municipality to recover the amount of unpaid
municipal code and nuisance abatement liens and costs of municipal code enforcement through
court-ordered sale of property that is not owner-occupied.
In addition, this bill could increase revenues, by an undetermined amount, to any state or local
entity that would ordinarily receive property tax revenues from taxes on the not owner-occupied
property being sold.
