Relating to the Alabama Administrative Procedure Act; to amend Section 41-22-3, Code of Alabama 1975, to revise the definition of rule for purposes of the Administrative Procedure Act to exclude from the definition certain communications within an agency or with another agency and to provide for retroactive effect.
Relating to public contracts; to amend Section 41-16-51, Code of Alabama 1975, to further provide for contracts for which competitive bidding is not required; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to state holidays; to amend Section 1-3-8, Code of Alabama 1975, to add Juneteenth as a state holiday; and to delete duplicative language and make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to state government; to prohibit a state agency or other political subdivision of the state from taking certain actions in response to treaties; and to provide penalties for violations.
Relating to individuals with communication disabilities; to require the Alabama State Law Enforcement Agency to establish and maintain a database with a list of individuals with communication disabilities for use by law enforcement officers; to require the Alabama Department of Public Health to develop a form for individuals to voluntarily register for the database; and to define terms.
