FN-EJSIG99-1 Page 1 FISCAL NOTE House Bill 138 Committee: Judiciary Sponsor: Representative Rolanda Hollis Analyst: Peter Grogan Date: 02/21/2025 House Bill 138as introduced would increase the obligations of county and municipal jails by an undetermined amount dependent upon the cost to administer pregnancy tests to certain women in custody pursuant to the provisions of this bill. This bill could also decrease potential obligations of county and municipal jails by an undetermined amount dependent upon the number of women that are released on bail, pursuant to this bill in lieu of incarceration. In addition, this bill could decrease potential obligations of the Department of Corrections (DOC) by an estimated $91 per day for each pregnant woman sentenced to probation, in lieu of being incarcerated in a DOC facility, as provided by this bill. Further, this bill could correspondingly increase potential obligations of the Board of Pardons and Paroles by an undetermined amount dependent on the number of pregnant women sentenced to pre-incarceration probation pursuant to this bill. Finally, this bill could increase receipts to the State General Fund and municipal general funds from fines; increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited; and could increase the obligations of the State General Fund, district attorneys, and local jails by an undetermined amount dependent upon the number of persons charged with and convicted of the offenses provided by this bill and the penalties imposed.
