House Bill 153 as introduced provides for the establishment of: 1) the Alabama Veterans
Resource Center as a public corporation governed by an eight-member board of directors to
provide comprehensive support services to veterans and their families residing in the state; and
2) the Alabama Veterans Resource Center Fund, in the State Treasury, for the purpose of
funding the operations of the Alabama Veteran Resource Center. This bill provides that the fund
may receive appropriations from the Legislature, or other loans, gifts and grants from
governmental, for profit, or nonprofit private entities. 
This bill also authorizes the board to hire an executive director and other staff as needed; enter
into contracts and leases; manage, invest and expend funds at its disposal; and conduct other
actions determined necessary to accomplish the purposes of this bill; all of which would
increase the obligations of the Fund. This bill further provides that members may be reimbursed
for actual and reasonable travel expenses incurred in the performance of the duties of the board,
which could also increase the obligations of the Fund by an estimated minimum of $1,500 per
meeting to compensate board members for travel expenses.
