FN-UYV4XGX-1 Page 1 FISCAL NOTE House Bill 183 Committee: Ways and Means General Fund Sponsor: Representative Pebblin Warren Analyst: Tiffany Weaver Date: 03/31/2025 House Bill 183as introduced would appropriate the sum of $36,616,437 from the Children First Trust Fund (CFTF) for the fiscal year ending September 30, 2026 as follows: Agency FY 2026 Appropriation ($) Alcoholic Beverage Control Board 426,500 Children's Trust Fund 2,190,445 Department of Forensic Sciences 418,413 Alabama Department of Human Resources 7,958,464 Juvenile Probation Services Fund 4,482,854 Alabama Medicaid Agency 1,551,236 Alabama Department of Mental Health 2,142,457 State Multiple Needs Children's Fund 4,358,550 Department of Public Health 4,766,197 Department of Rehabilitation Services 214,002 Department of Youth Services 8,107,318 Total Appropriation 36,616,436 This bill also provides that these funds would be conditioned upon receipt of tobacco revenues, and any remaining sums at the end of the fiscal year would remain in the CFTF and not revert to the State General Fund (SGF) or to any other fund. This bill would also transfer approximately $10,350,000 in CFTF monies allocated to the State Board of Education to the SGF for FY 2026.
