FN-IA7E66W-1 Page 1 FISCAL NOTE House Bill 188 Committee: Ways and Means Education Sponsor: Representative Allen Treadaway Analyst: John Friedenreich Date: 02/10/2025 House Bill 188 as introduced would create the Alabama Law Enforcement Officers' Family Scholarship Program to provide reimbursement for certain educational expenses to certain eligible dependents of qualifying law enforcement officers. This bill would increase the obligations of the Education Trust Fund (ETF) by an undetermined amount dependent upon the number of eligible recipients of the scholarship, not to exceed an annual appropriation of $10 million. Additionally, this bill would require that: (1) the scholarship amount to be capped at $3,000 for each academic period for up to 8 semesters or 16 quarters in an approved postsecondary program; and (2) the state educational benefits provided be applied only after any other financial aid has been applied. Finally, this bill would increase the administrative obligations of the Alabama Commission on Higher Education to administer the scholarship and to submit an annual report to the Legislature by January 1st. The Fiscal Year 2026 ETF appropriation proposed by the governor includes an appropriation for this program in the amount of $10 million.
