House Bill 188 as passed the House of Representatives would create the Alabama Law
Enforcement Officers' Family Scholarship Program to provide reimbursement for certain
educational expenses to certain eligible dependents of qualifying law enforcement officers. This
bill would increase the obligations of the Education Trust Fund (ETF) by an undetermined
amount dependent upon the number of eligible recipients of the scholarship, not to exceed an
annual appropriation of $10 million. This bill would also create the Alabama Law Enforcement
Officers' Family Scholarship Fund in the State Treasury to receive funding for the program.
Additionally, this bill would require: (1) the scholarship amount to be capped at $3,000 for each
academic period for up to 8 semesters, or 12 quarters, in an approved postsecondary program;
and (2) the state educational benefits provided be applied only after any other financial aid has
been applied.
This bill would also increase the administrative obligations of the Alabama Commission on
Higher Education to administer the scholarship program and to submit an annual report to the
Legislature by January 1st.
The Fiscal Year 2026 ETF appropriation proposed by the governor includes an appropriation for
this program in the amount of $10 million.
Finally, this bill would create a new personalized blackout license plate with an additional
annual fee of $50, which could increase receipts to the following entities by the amounts listed
