FN-YLHJ2N2-1 Page 1 FISCAL NOTE House Bill 198 Committee: Ways and Means General FundSponsor: Representative David Faulkner Analyst: Mathieu Fuller Date: 02/13/2025 House Bill 198 as introduced could increase the obligations of the Department of Conservation and Natural Resources (DCNR) dependent on the cost to establish a shark alert system for beaches and shorelines in Baldwin and Mobile County as provided by this bill. This bill could also increase the administrative obligations of: (1) the department to adopt rules, obtain participation in the system by private beaches, and advertise the system; and (2) the Alabama Emergency Management Agency, Alabama State Law Enforcement Agency, Alabama Department of Public Health, Public Service Commission, and local governments to cooperate with DCNR to implement the system. This bill would also increase receipts to the State General Fund by an undetermined amount dependent upon the amount of assessed fines, of up to $5,000, for noncompliance with this bill and increase receipts to the State General Fund, county general funds, municipal general funds, and other funds to which court costs are deposited.
