House Bill 234 as introduced will increase the obligations of the local boards of education by an
undetermined amount dependent upon the cost to implement the mobile emergency rapid
response system by October 1, 2030, pursuant to the provisions of this bill. These increased
obligations may be offset, in whole or in part, by allowing the boards to use certain state funds
to comply with the provisions of this bill.
Additionally, this bill will increase the administrative obligations of the State Board of
Education to develop a list of approved vendors and to adopt rules to administer the provisions
of this bill.
This bill would have an estimated aggregate fiscal impact of greater than $50,000 annually on
affected local government entities and is subject to the provisions of Section 111.05 of the
Constitution of Alabama of 2022.
