House Bill 266 as reported by the Committee on Education Policy would create the Restoring
Educational Advancement of Completing High School (REACH) Act, which would codify and
expand the current practice of the Alabama Community College System (ACCS), Adult
Education Division, to offer a nontraditional high school diploma to students who have dropped
out of high school and are at least 18 years old.
Additionally, this bill will increase the administrative obligations of ACCS, the State Board of
Education, and the Alabama Law Enforcement Agency to adopt rules pursuant to the provisions
of this bill.
