A BILL
TO BE ENTITLED
AN ACT
Relating to traffic infractions; to amend Section
12-12-56, Code of Alabama 1975; to require law enforcement to
make a reasonable effort to notify the minor's emergency
contact when citing a minor for traffic infractions; and to
provide exceptions.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. This act shall be known and may be cited as
"TJ's Law."
Section 2. Section 12-12-56, Code of Alabama 1975, is
amended to read as follows:
"ยง12-12-56
(a) No law enforcement officer or other officer or
public employee shall dispose of a uniform traffic ticket and
complaint, or any portion thereof , or the record of issuance
thereof, in a manner other than as required under rules or
regulations promulgated adopted pursuant to this
subsectionarticle.
(b) Any person who solicits or aids in the disposition
or attempted disposition of a uniform traffic ticket and
complaint, or any portion thereof , in any unauthorized manner

complaint, or any portion thereof , in any unauthorized manner
is subject to the criminal contempt power of the district or
municipal court.
(c) If a minor under 19 years of age is cited for any
traffic infraction, the citing agency shall make a reasonable
effort to notify the driver's emergency contact, if available.
For the purposes of this subsection, a single attempted
telephone call, text message, or letter sent via United States
mail to the driver's emergency contact shall constitute a
reasonable effort to notify. "
Section 3. This act shall become effective on October
1, 2025.
