House Bill 302 as passed the House of Representatives would increase the annual obligations of
the Department of Workforce, beginning in fiscal year 2026, by an undetermined amount
dependent on the cost to establish and maintain the foreign worker resources database to receive
the registration and reporting required by this bill and to investigate suspected violations of this
bill. 
These increased obligations could be offset, in whole or in part, by receipts deposited into the
Foreign Worker Resource Fund, created by this bill in the State Treasury, from: (1) registration
and filing fees, set by department rule; (2) administrative fines, up to $500 per violation; and (3)
civil fines, up to $5,000 per violation.
This bill would also increase the administrative obligations of state and local government
entities to determine if an applicant for certain public benefits is lawfully present in the country;
however these obligations may be offset by the reimbursement of certain public benefits from
sponsors of authorized aliens, as provided by this bill.
This bill would also increase the administrative obligations of the Secretary of State's Office to
take certain actions regarding entities that violate this bill.
This bill could also increase receipts to various state or local funds by an undetermined amount
dependent on the amount of incentives that a business entity or employer would be required to
forfeit and repay for violating the provisions of this bill.  FN-RBGAKNN-3

Additionally, this bill could increase receipts to the State General Fund from fines; increase
receipts to the State General Fund, county general funds and other funds to which court costs are
deposited; and could increase the obligations of the State General Fund, district attorneys, the
Bureau of Pardons and Paroles, the Department of Corrections, and community corrections
programs by an undetermined amount dependent upon the number of persons charged with and
convicted of the offenses provided by the bill and the penalties imposed.
