Committee: Public Safety and Homeland
Security
Sponsor: Representative Jamie Kiel
Analyst: Peter Grogan	Date: 02/26/2025
House Bill 304 as reported by the Committee on Public Safety and Homeland Security would
revise the distribution of the existing additional $50 penalty for driving with a canceled, denied,
suspended, or revoked license as provided below, which would reduce potential receipts to the
Traffic Safety Trust Fund and the Peace Officers' Standards and Training Fund, respectively, by
an undetermined amount dependent on the amount of funds that otherwise would have been
deposited into those funds absent this bill. This bill would corresponding increase receipts by
the same amount to issuing local law enforcement agencies.
Fund/Entity	Current Law This Bill
Traffic Safety Trust Fund	50% 33.3%
Peace Officers' Standards and Training Fund 50% 33.3%
Local law enforcement agency that issued the citation- 33.3%
In addition, this bill would require the payment of all reasonable and customary towing and
storage fees, as well as all administrative costs, associated with the impoundment of the vehicle.
