House Bill 310 as passed the House of Representatives would reduce the expenses of the
Secretary of State's office by an office-estimated $10,000 per year by providing for the Secretary
to send notifications regarding civil penalties by certified mail only when the imposed penalty
exceeds the cost of certified mail.
