House Bill 311 as introduced could increase or decrease assessments collected by an
improvement district by an undetermined amount, dependent upon the difference in the amount
of assessment collected by: (1) treating failure to pay in the same manner as a tax lien, as
provided for in this bill; and (2) as provided by current law.
This bill could also increase receipts to county revenue commissioners by an undetermined
amount dependent on the fee charged by the commissioner for the collection of improvement
district assessments, as provided by this bill.
