FN-PS19SER-3 Page 1 FISCAL NOTE House Bill 353 Committee: Finance and Taxation General FundSponsor: Representative Jim Hill Analyst: Peter Grogan Date: 04/24/2025 House Bill 353 as reported by the Committee on Finance and Taxation General Fund would allow district attorneys (DAs) to receive a cost-of-living adjustment (COLAs) during their term of office reflective of all COLAs enacted on or after October 1, 2021, contingent on the ratification of the constitutional amendment proposed by House Bill 354. This would increase the obligations of the State General Fund by an Office of Prosecution Services estimated $176,021 in fiscal year 2026 and an estimated $528,064 in fiscal year 2027 and each fiscal year thereafter. This bill would also provide that the base salary for DAs elected or appointed after October 1, 2025 would be adjusted to reflect any COLA enacted by the Legislature on or after October 1, 2021. In addition, this bill codifies the current practice of the Alabama Administrative Office of the Courts of adjusting the salaries for justices and judges to include any COLAs provided by the Legislature. Finally, this bill provides that beginning with the next term of office beginning after October 1, 2025, the compensation of any elected official subject to a local law that sets their compensation, in whole or in part, on the salary of a circuit or district court judge shall be calculated using the salary amounts adjusted by this bill and that any adjustment based on longevity must be based on the respective elected official's time in office.
