A BILL
TO BE ENTITLED
AN ACT
Relating to Pickens County; to authorize the Pickens
County Commission to levy and provide for the collection of an
additional vehicle license and registration fee on each
vehicle license and registration, transfer, renewal, or
replacement tag on any vehicle in the county; to provide for
distribution of the proceeds from the fees to the county
general fund to be used only to provide ambulance service in
the county; and to provide a referendum on this act.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. (a) The Pickens County Commission may levy
and provide for the collection of an additional vehicle
license and registration issuance fee in the amount of ten
dollars ($10) on each new registration, transfer, renewal, or
replacement tag on any vehicle in the county. The judge of
probate of the county shall collect the issuance fee on each
new registration, transfer, renewal, or replacement tag on a
vehicle in the county. The fee shall be in addition to all
other fees, taxes, and other charges provided for the license
and registration of a vehicle.
(b) The proceeds from the additional issuance fees upon

(b) The proceeds from the additional issuance fees upon
collection shall be distributed on a monthly basis by the
judge of probate to the general fund of the county to be
earmarked and used only to provide ambulance service in the
county.
Section 2. Section 1 of this act shall become operative
only if approved by the qualified electors who reside within
the county who vote in a referendum election to be held on the
date of the first primary election in the county in 2026. The
order setting the election shall be entered by the judge of
probate. The notice of the election shall be given by the
Judge of Probate of Pickens County, and the election shall be
held, conducted, and the results canvassed in the manner
prescribed by law. The question shall be, "Do you favor the
adoption of Act _____ of the 2025 Regular Session of the
Alabama Legislature which authorizes the Pickens County
Commission to levy an additional issuance fee on the issuance
of each vehicle license and registration in Pickens County
with the proceeds earmarked and used only to provide ambulance
service in the county? Yes (  ) No (  )." If a majority of the
votes cast in the election are "Yes," Section 1 of this act
shall become operative immediately. If the majority of the
votes are "No," this act shall have no further effect. 
Section 3. This act shall become effective on June 1,
2025.
