BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. Section 13A-10-12.1 is added to the Code of Alabama 1975, to read as follows: ยง13A-10-12.1 (a) A person commits the crime of tampering with a legislative record if all of the following occur: (1) The person is requested to publish by a member of the Legislature, in accordance with the requirements of Section 106 of the Constitution of Alabama of 2022, a legal notice stating the substance of a proposed local law prior to the introduction of the bill. (2) Without the permission of the sponsoring legislator, the person makes an alteration to the notice with the intent to change the description of the proposed local law's scope, purpose, or effect.
