SYNOPSIS:
This bill makes supplemental appropriations for
the fiscal year ending September 30, 2025, from the 
Opioid Treatment and Abatement Fund to the entities 
and for the purposes specified herein in the amount 
of $41,059,071.
A BILL
TO BE ENTITLED
AN ACT
To make supplemental appropriations for the fiscal year
ending September 30, 2025, from the Opioid Treatment and
Abatement Fund to the entities and for the purposes herein in
the amount of $41,059,071. 
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. There is hereby appropriated from the Opioid
Treatment and Abatement Fund the sum of $41,059,071 for the
fiscal year ending September 30, 2025, to the entities and for
the purposes specified herein:
(1) To the Department of Corrections for curriculum,
peer support, addiction counseling, and medication for MAT,
$900,000.
(2) To the Board of Pardons and Paroles for passenger

(2) To the Board of Pardons and Paroles for passenger
vans to expand opioid treatment programs, $120,000. 
(3) To the Department of Mental Health, $27,860,000. Of
this amount $2,000,000 shall be used for Medicaid State Match;
$1,000,000 shall be used for residential detox; $1,000,000
shall be used to purchase Naloxone; $3,500,000 shall be used
for the 988 Crisis Line; $8,930,000 shall be used for
prevention, treatment, and recovery grants; $5,000,000 shall
be used for co-occurring civil commitment beds; $1,300,000
shall be used for a statewide marketing campaign; $130,000
shall be used for medical medicine education by the Alabama
Society of Addiction Medicine; $5,000,000 shall be used to
establish a dedicated opioid treatment center using the
Therapeutic Community Treatment Model through an RFP.
(4) To Auburn University for the expansion of the
School of Pharmacy, K-12 Education Program and Pharmacy
Training related to substance abuse, $1,000,000.
(5) To the University of Alabama at Birmingham for
residencies in psychiatry related to the study and treatment
of substance abuse, $1,000,000. Of this amount, $500,000 shall
be used for a residency in Montgomery and $500,000 shall be
used for a residency in Huntsville.
(6) To the USA Health University of South Alabama for
training of primary care providers in screening for opioid
dependency, $1,000,000.
(7) To the Alabama Department of Public Health to
provide rapid response to overdose outbreaks related to opioid
use, $500,000.
(8) To the Administrative Office of Courts for Mental

(8) To the Administrative Office of Courts for Mental
Health, Veterans and Drug Courts Grant Program, $3,000,000.
(9) To the Department of Veterans Affairs for
continuation and sustainability of the Veterans Pilot Program,
$1,500,000.
(10) To the Department of Human Resources for a grant
program for at-risk youth opioid prevention and education,
$500,000.
(11) To the Office of Prosecution Services for opioid
prevention programs, inmate opioid treatment costs, Naloxone,
and opioid management in cooperation with the Alabama Sheriffs
Association, $2,600,000.
(12) To the Department of Forensic Sciences for
fentanyl testing technology, $800,000.
(13) To the Department of Senior Services for the
Kinship Caregiver Pilot Program, $279,071.
Section 2. All funds appropriated in this act not
expended in the fiscal year ending September 30, 2025, shall
not revert, but shall be carried forward for the purpose
appropriated. 
Section 3. This act shall become effective June 1,
2025.
