House Bill 487 as introduced could increase the obligations of the Alabama G.I. Dependent
Scholarship Program funded from the Education Trust Fund (ETF) by: 
(1) a department-estimated $5.2 million annually by decreasing the minimum
disability rating for a qualifying veteran from 40%, under current law, to 20%, as provided by
this bill; 
(2) an estimated maximum of $3.75 million annually by requiring program benefits
for dependents attending two-year institutions of higher education to be paid before federal,
state, institutional and third-party scholarships and grants; and 
(3) an estimated minimum of $529,000 annually by allowing certain dependents
otherwise ineligible to now be eligible to receive educational benefits from January 1, 2026
through December 31, 2027, pursuant to the provisions of this bill.
