House Bill 61 as reported by the Committee on Ways and Means Education would increase the
obligations of the local boards of education, beginning with the 2026-2027 school year, by an
undetermined amount dependent on the cost of any required increase in instructional personnel
and/or classroom space to accommodate home-schooled students participating in career and
technical programs in public schools, as provided by this bill. These obligations could be offset,
in whole or in part, by the collection of course fees received from the student equal to the fee
charged to an enrolled public school student.
Additionally, this bill would increase the administrative obligations of the State Board of
Education and the local school boards of education to adopt rules and policies, respectively,
pursuant to this bill.
